Bill has practiced over 50 years. His major areas of concentration include personal injury, education, labor and employment, civil rights, torts and family law.

He is a member of the Association of Trial Lawyers of America, Washington State Trial Lawyers Association and Spokane County and Washington State Bar Associations.

Bill attended Oregon State University and the University of California at Los Angeles. He received his Juris Doctor from the University of Washington Law School in 1956. While in law school, he was a member of the editorial board of the University of Washington Law Review for two years. He was later a Special Assistant Attorney General for Eastern Washington University from 1968 to 1969. He is admitted to practice in all courts in Washington, the 9th Federal Circuit Court of Appeals and the United States Supreme Court.
